Committee Chair Urquhart called the meeting to order at 8:07 A.M.

Approval of Minutes

    MOTION:
Sen. Goodfellow moved to approve the minutes of the February 26, 2010 meeting.

    The motion passed unanimously



1.     S.B. 47 -- Electrical Utility Amendments - Efficiency and Conservation Tarriff

     MOTION: Sen. Van Tassell moved to substitute S.B. 47 with 1st Sub. S.B. 47.

    The motion passed unanimously.

    Sen. Van Tassell introduced and explained the bill.

    Carol Hinte, Vice President, Rocky Mountain Power; Gary Dodge, Attorney, Utah Association of Energy Users (UTE); Michele Beck, Director, Utah Office of Consumers; and Kevin Emerson, Sr. Associate, Utah Clean Energy spoke in favor of the bill.

    Karen Clark, Vice President, Utah Eagle Forum and Betsy Wolfe, Advocate, Salt Lake Community Action Program spoke to the bill.

    MOTION: Sen. Knudson moved to pass 1st Sub. S.B. 47 out of committee with a favorable recommendation.

    The motion passed unanimously.

2.     S.B. 209 -- Humanitarian Service and Educational and Cultural Exchange Support Special Group License Plate

    Sen. Knudson introduced and explained the bill.

    Johann Uolck, Foreign Exchange Student from Germany, Rotary International and Kelly Atkinson, Past Deputy Governor, Rotary International spoke in favor of the bill.    

    Rod Marrelli, Executive Director, State Tax Commission, spoke to the bill.

     MOTION: Sen. Van Tassell moved to pass S.B. 209 out of committee with a favorable recommendation.

    The motion passed unanimously.

3.     H.B. 91 -- Traffic control Signs for Bicycles

    Rep. Moss introduced and explained the bill.

    Greg Hoole, Citizen and David O'Leary, Cyclist spoke in favor of the bill.

    Dan Fanzini Jr., Cyclist and Jonathan Morrison, Executive Director, Salt Lake City Bike Collective spoke in opposition of the bill.

    


     MOTION: Sen. Mayne moved to pass H.B. 91 out of committee with a favorable recommendation.

    The motion passed with Sens. Urquhart, Van Tassell, Goodfellow and Mayne voting in favor, Sens. Hinkins and Stevenson voting in opposition, and Sen. Knudson absent for the vote.

MOTION: Sen. Van Tassell moved to adjourn.

    The motion passed unanimously, with Sen. Knudson absent for the vote.

    Chair Urquhart adjourned the meeting at 9:02 A.M.
