9 General Description:
10 This rules resolution modifies the Legislative Rules to change the structure of the
11 Legislature's Appropriations Subcommittees.
12 Highlighted Provisions:
13 This resolution:
14 . changes the number of the Legislature's appropriations subcommittees from 10 to
15 eight; and
16 . changes the names and jurisdictions of the Legislature's appropriations
17 subcommittees.

24 Be it resolved by the Legislature of the state of Utah:
25 Section 1. JR3-2-302 is amended to read:
26 JR3-2-302. Appropriation Subcommittees -- Created -- Membership -- Quorum
27 and Voting Requirements.
28 (1) The members of the Joint Appropriations Committee shall be divided into the
29 following subcommittees:

41 (2) (a) Subject to Subsection (3), the President of the Senate and Speaker of the House
42 shall appoint their respective members to each subcommittee.
43 (b) (i) The President of the Senate shall designate one senator in each subcommittee as
44 the Senate chair.
45 (ii) The Speaker of the House shall designate one representative in each subcommittee
46 as the House chair and one representative in each subcommittee as the House vice chair.
47 (3) The Retirement and Independent Entities Subcommittee shall have the same
48 members as the Retirement and Independent Entities Committee created in Section 63E-1-201 .
49 (4) (a) A majority of any appropriations subcommittee is a quorum for the transaction
50 of business.
51 (b) In determining a subcommittee quorum, a majority is at least 50% in one house and
52 more than 50% in the other.
53 (5) (a) In all decisions of the subcommittees, a majority vote prevails.
54 (b) A majority vote is at least 50% of the members of one house and more than 50% in
55 the other house in attendance.
