     Special Clauses:
         None

     Be it resolved by the Legislature of the state of Utah:
         WHEREAS, roughly half of Utah's annual budget is allocated from the United States

     Government;
         WHEREAS, the United States is over $14,000,000,000,000 in debt and carries over
     $60,000,000,000,000 in unfunded liabilities;
         WHEREAS, current United States spending is unsustainable and reductions must take
     place;
         WHEREAS, Utah is an energy rich state, and could access those energy resources if the

     Enabling Act;
         WHEREAS, the United States' dependence on foreign oil is a national security risk as

         WHEREAS, these funds would more than pay for public education in Utah;
         WHEREAS, Utahns should insist that the promises made by the United States
     Government in Utah's Enabling Act be kept and honored so that Utah enjoys "equal footing"
     with the rest of the states, most particularly those in the east;
         WHEREAS, federal money flowing to Utah will most likely decrease in the future;
         WHEREAS, Utahns should become self-sufficient in their energy, food, and economic
     needs; and
         WHEREAS, all legal immigrants and citizens of the United States who want to be
     self-reliant are invited to Utah to assist the state in helping the United States Government to
     become self-sufficient:
         NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
     strongly urges the Federal Government to keep and honor its promises as reflected in Utah's
