Rep. Powell called the meeting to order at 2:04 p.m.

MOTION:    Rep. Galvez moved to approve the minutes of the January 24, 2011 meeting. The motion passed unanimously.

H.B. 32    Campaign and Financial Reporting Amendments (Rep. K. Grover)

MOTION:    Rep. Powell moved to amend the bill as follows:

1.    Page 2, Line 42 :    

             42          
{   20A-11-1301, as last amended by Laws of Utah 2010, Chapters 246 and 389   }


2.    Page 25, Line 755 through Page 26, Line 792 :     Delete lines 755 through 792. Renumber remaining sections accordingly.

3.    Page 29, Line 888 :    

             888          (3) (a) As used in this Subsection (3) and
{   Sections 20A-12-304 and   }        Section       20A-12-305 ,


The motion to amend the bill passed unanimously with Rep. Chavez-Houck, Rep. Janice Fisher and Rep. Vickers absent for the vote.


Rep. Powell relinquished the chair to Rep. Oda.

Rep. Grover explained the bill to the committee, assisted by Spencer Hadley, Office of the Lt. Governor.

MOTION:    Rep. Perry moved to pass the bill as amended with a favorable recommendation. The motion passed unanimously with Rep. Powell and Rep. Vickers absent for the vote.

H.C.R. 2    Utah State Flag Concurrent Resolution (Rep. Julie Fisher)


Rep. Julie Fisher explained the bill to the committee assisted by Logan Jeppson of Burton Elementary School and Ron Fox, Historian.

Rep. Fisher provided a handout titled "The Flag of Utah".

MOTION:    Rep. Greenwood moved to amend the bill as follows:

1.    Page 2, Lines 30 through 31 :    

             30          WHEREAS, the Utah State Society of the Daughters of the
{   American   } Revolution

             31      responded to the Governor's request to sponsor the manufacture of the flag;

2.    Page 3, Lines 77 through 79 :    

             77          BE IT FURTHER RESOLVED that a copy of this resolution be sent to Colonial Flag,
             78      Annin & Company, C.F. Flag, J.C. Schultz Enterprises, Inc. / FlagSource, Valley Forge Flag,
  Flag Zone, Quinn Flags,      

             79      and to the Dixie Flag Manufacturing Company
  and North American Vexillological Association       .


The motion to amend the bill passed unanimously.

Rep. Powell resumed the chair.

MOTION:    Rep. Oda moved to pass the bill as amended with a favorable recommendation. The motion passed unanimously.

H.B. 228    Administrative Rules Reauthorization (Rep. C. Oda)


Rep. Oda explained the bill to the committee.

MOTION:    Rep. Greenwood moved to pass the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Perry moved to adjourn. The motion passed unanimously.

Rep. Powell adjourned the meeting at 2:45 p.m.
