Committee Chair Van Tassell called the meeting to order at 3:55 p.m. and announced that
H.B. 28 would not be heard today.
Approval of minutes.
MOTION: Sen. Adams moved to adopt the minutes of the February 1, 2011 meeting.
The motion passed unanimously with Sens. Jenkins and Knudson absent for the vote.
1. 1st Sub. H.B. 20 Accident Responsibility Amendments (C. Herrod)
Rep. Herrod explained the bill.
Paul Boyden, Executive Director, Statewide Asssociation of Prosecutors further clarified the bill.
MOTION: Sen. Adams moved to transmit 1st Sub. H.B. 20 with a favorable recommendation.
The motion passed unanimously with Sens. Jenkins and Knudson absent for the vote.
Sen. Adams assumed the committee chair.
2. 1st Sub. H.B. 24 Clean Fuel Vehicle Decal (Julie Fisher)
Sen. Van Tassell explained the bill.
MOTION: Sen. Van Tassell moved to transmit 1st Sub. H.B. 24 with a favorable recommendation.
The motion passed unanimously with Sen. Knudson absent for the vote.
3. 1st Sub. H. B 34 Department of Transportation Settlement Agreement Amendments

Rep. Fisher explained the bill.
Carlos Braceras, Deputy Director, Utah Department of Transportation spoke to the bill.
MOTION: Sen. Jenkins moved to transmit 1st Sub. H.B. with a favorable recommendation.
The motion passed unanimously with Sen. Van Tassell absent for the vote.
MOTION: Sen. Knudson moved to adjourn.
