9 General Description:
10 This bill provides for an educational program on the use of information technology
11 within the public education and higher education systems.
12 Highlighted Provisions:
13 This bill:
14 . directs the State Board of Education, Salt Lake Community College, and the Utah
15 College of Applied Technology to provide for an educational program on the use of
16 information technology; and
17 . specifies the components of an educational program on the use of information
18 technology.
19 Money Appropriated in this Bill:
20 This bill appropriates for the fiscal year beginning July 1, 2012 and ending June 30,
21 2013:
22 . to the State Board of Education - Utah State Office of Education - Initiative
23 Programs, as a one-time appropriation:
24 . from the Education Fund, $250,000;
25 . to Salt Lake Community College - School of Applied Technology, as a one-time
26 appropriation:
27 . from the General Fund, $25,000; and
28 . to the Utah College of Applied Technology - Administration, as a one-time
29 appropriation:
30 . from the General Fund, $25,000.
31 Other Special Clauses:
32 This bill provides an effective date.

39 Be it enacted by the Legislature of the state of Utah:
40 Section 1. Section 53A-13-111 is enacted to read:
41 53A-13-111. Educational program on the use of information technology.
42 (1) The State Board of Education shall provide for an educational program on the use
43 of information technology, which shall be offered by high schools.
44 (2) An educational program on the use of information technology shall:
45 (a) provide instruction on skills and competencies essential for the workplace and
46 requested by employers;
47 (b) include the following components:
48 (i) a curriculum;
49 (ii) online access to the curriculum;
50 (iii) instructional software for classroom and student use;
51 (iv) certification of skills and competencies most frequently requested by employers;
52 (v) professional development for teachers; and
53 (vi) deployment and program support, including integration with existing curriculum
54 standards; and
55 (c) be made available to high school students, faculty, and staff.
56 Section 2. Section 53B-2a-114 is enacted to read:
57 53B-2a-114. Educational program on the use of information technology.
58 (1) The Utah College of Applied Technology shall offer an educational program on the
59 use of information technology as provided in this section.
60 (2) An educational program on the use of information technology shall:
61 (a) provide instruction on skills and competencies essential for the workplace and
62 requested by employers;
63 (b) include the following components:
64 (i) a curriculum;
65 (ii) online access to the curriculum;
66 (iii) instructional software for classroom and student use;
67 (iv) certification of skills and competencies most frequently requested by employers;
68 (v) professional development for faculty; and
69 (vi) deployment and program support, including integration with existing curriculum
70 standards; and
71 (c) be made available to students, faculty, and staff of the Utah College of Applied
72 Technology.
73 Section 3. Section 53B-16-211 is enacted to read:
74 53B-16-211. Salt Lake Community College -- Educational program on the use of
75 information technology.
76 (1) Salt Lake Community College shall offer an educational program on the use of
77 information technology as provided in this section.
78 (2) An educational program on the use of information technology shall:
79 (a) provide instruction on skills and competencies essential for the workplace and
80 requested by employers;
81 (b) include the following components:
82 (i) a curriculum;
83 (ii) online access to the curriculum;
84 (iii) instructional software for classroom and student use;
85 (iv) certification of skills and competencies most frequently requested by employers;
86 (v) professional development for faculty; and
87 (vi) deployment and program support, including integration with existing curriculum
88 standards; and
89 (c) be made available to students, faculty, and staff of Salt Lake Community College.
90 Section 4. Appropriation.
91 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
92 following sums of money are appropriated from resources not otherwise appropriated out of the
93 funds or accounts indicated for the fiscal year beginning July 1, 2012 and ending June 30,
94 2013. These are additions to amounts previously appropriated for fiscal year 2013.

104 provided in Section 53A-13-111 .
105 Item 2. To Salt Lake Community College - School of Applied Technology

109 The Legislature intends that the appropriation to Salt Lake Community College -
110 School of Applied Technology is:
111 (1) nonlapsing; and
112 (2) to be used for an educational program on the use of information technology as
113 provided in Section 53B-16-211 .
114 Item 3. To Utah College of Applied Technology - Administration
115 From General Fund, one-time
$25,000

117 Administration $25,000
118 The Legislature intends that the appropriation to the Utah College of Applied
119 Technology - Administration is:
120 (1) nonlapsing; and
121 (2) to be used for an educational program on the use of information technology as
122 provided in Section 53B-2a-114 .
123 Section 5. Effective date.
124 (1) Except as provided in Subsection (2), this bill takes effect on May 8, 2012.
125 (2) Uncodified Section 4, Appropriation, takes effect on July 1, 2012.
