11 General Description:
12 This bill amends the General Government Title.
13 Highlighted Provisions:
14 This bill:
15 . enacts the "State Issued Identification Number Act";
16 . defines terms;
17 . exempts the State Tax Commission; and
18 . prohibits the state and its political subdivisions from:
19 . using a Social Security number to identify an individual unless required to use a
20 Social Security number by federal or state law; and
21 . creating and assigning to an individual a nine digit identification number except
22 when required to use a Social Security number.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 63G-15-101 is enacted to read:

37 63G-15-101. Title.
38 This chapter is known as the "State Issued Identification Number Act."
39 Section 2. Section 63G-15-102 is enacted to read:
40 63G-15-102. Definitions.
41 As used in this chapter:
42 (1) "Government entity" means the state and its political subdivisions as both are
43 defined in this section.
44 (2) "Political subdivision" is as defined in Section 63G-7-102 .
45 (3) "State":
46 (a) means the state of Utah;
47 (b) except as provided in Subsection (3)(c), includes each office, department, division,
48 agency, authority, commission, board, institution, hospital, college, university, or other
49 instrumentality of the state; and
50 (c) does not include the State Tax Commission.
51 Section 3. Section 63G-15-201 is enacted to read:

53 63G-15-201. Restrictions for state issued identification numbers.
54 (1) A government entity may not use a Social Security number as an identification
55 number for an individual unless:
56 (a) required to use a Social Security number by state statute or federal law; and
57 (b) the government entity has verified that the nine digit number is the individual's
58 Social Security number.
59 (2) If a government entity is not permitted to use a Social Security number in
60 accordance with Subsection (1), the government entity may not create or use any combination
61 of nine digits or letters as an identification number for an individual.
