7 LONG TITLE
8 General Description:
9 This bill provides that the governor may designate a Utah foreign relations attache.
10 Highlighted Provisions:
11 This bill:
12 . grants authority to the governor to designate a Utah foreign relations attache;
13 . describes the requirements for being designated as the governor's Utah foreign
14 relations attache; and
15 . provides that, at the direction of the governor, the governor's Utah foreign relations
16 attache may serve as an official representative of the governor by:
17 . fostering the development of relations with foreign dignitaries, institutions,
18 business leaders, and educational leaders;
19 . receiving foreign heads of state and other foreign dignitaries;
20 . representing the interests of the state before international officials, public and
21 private organizations, and multilateral institutions; and
22 . speaking on behalf of the governor on issues related to the state's international
23 trade and diplomacy.

32 Be it enacted by the Legislature of the state of Utah:
33 Section 1. Section 67-1-15.5 is enacted to read:
34 67-1-15.5. Designation of the governor's Utah foreign relations attache.
35 (1) The governor may designate, in writing, a state resident to act as the governor's
36 Utah foreign relations attache.
37 (2) The governor shall ensure that the foreign relations attache:
38 (a) has received international and national career recognition as a successful executive
39 or an elected official; and
40 (b) exhibits a high degree of competency and professional experience in international
41 trade, trade regulation, or diplomacy.
42 (3) The governor shall limit the duration of the designation to:
43 (a) the duration of:
44 (i) an official state visit to a foreign country; or
45 (ii) an exchange with foreign dignitaries; or
46 (b) a specific time period as determined by the governor.
47 (4) A person who is designated as the governor's Utah foreign relations attache:
48 (a) serves at the pleasure of the governor;
49 (b) may have the designation rescinded at any time by the governor;
50 (c) may be an employee of the state who continues to serve the state in a capacity other
51 than as the governor's Utah foreign relations attache; and
52 (d) may not receive compensation or benefits for the person's service as the governor's
53 Utah foreign relations attache, but may receive per diem and travel expenses in the same
54 manner as provided in:
55 (i) Section 63A-3-106 ;
56 (ii) Section 63A-3-107 ; and
57 (iii) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
58 63A-3-107 .
59 (5) As directed by the governor, a person designated as the governor's Utah foreign
60 relations attache may serve as an official representative of the governor by:
61 (a) fostering the development of relations with foreign dignitaries, institutions,
62 business leaders, and educational leaders;
63 (b) receiving foreign heads of state and other foreign dignitaries;
64 (c) representing the interests of the state before international officials, public and
65 private organizations, and multilateral institutions; and
66 (d) speaking on behalf of the governor on issues related to the state's international trade
67 and diplomacy.
68 (6) A person who is designated as the governor's Utah foreign relations attache:
69 (a) reports directly to the governor; and
70 (b) shall provide a written report to the governor and the Utah International Trade
71 Commission at the request of the governor or a chair of the commission.
