9 General Description:
10 This concurrent resolution of the Legislature and the Governor recognizes and honors
11 the sacrifice of Agent Jared Daniel Francom of the Ogden Police Department and the
12 service of his fellow law enforcement officers Michael Rounkles, Kasey Burrell, Shawn
13 Grogan, Agent Nate Hutchinson, and Agent Jason Vanderwarf.
14 Highlighted Provisions:
15 This resolution:
16 . recognizes and honors the sacrifice of Agent Jared Daniel Francom of the Ogden
17 Police Department;
18 . extends condolences to the family and friends of Agent Jared Daniel Francom;
19 . expresses wishes that Ogden Police Officers Michael Rounkles, Kasey Burrell,
20 Shawn Grogan, Weber County Sheriff's Office Agent Nate Hutchinson, and Roy
21 Police Officer Agent Jason Vanderwarf will have a full and speedy recovery; and
22 . recognizes the remarkable courage and honor displayed by the men and women in
23 law enforcement and the risks they take to keep their communities safe.

27 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
28 WHEREAS, on January 4, 2012, Agent Jared Daniel Francom of the Ogden Police
29 Department, serving on the Weber-Morgan Narcotics Strike Force, was fatally wounded
30 serving a search warrant on a residence in Ogden, Utah;
31 WHEREAS, Officer Michael Rounkles, Agent Kasey Burrell, and Agent Shawn
32 Grogan of the Ogden Police Department were also wounded in the shooting;
33 WHEREAS, Agent Nate Hutchinson, a sergeant in the Weber County Sheriff's Office
34 was also wounded in the shooting;
35 WHEREAS, Agent Jason Vanderwarf of the Roy Police Department was also injured in
36 the shooting;
37 WHEREAS, the officers on the Weber-Morgan Narcotics Task Force acted quickly and
38 bravely to subdue the suspect, preventing further injury and loss of life;
39 WHEREAS, Officer Michael Rounkles, responding to the scene in the course of his
40 patrol duties, displayed incredible courage above and beyond the call of duty in his efforts to
41 rescue and defend the agents of the Task Force who had come under fire;
42 WHEREAS, Agent Jared Daniel Francom served with the Ogden Police Department for
43 eight years;
44 WHEREAS, Agent Jared Daniel Francom served his community with honor and
45 distinction;
46 WHEREAS, Utah has come together to mourn and honor Agent Jared Daniel Francom,
47 with an estimated 4,000 people attending his funeral on January 11, 2012 in Ogden, Utah; and
48 WHEREAS, the injury or loss of any police officer is a reminder of the risks taken by
49 all the men and women of law enforcement on behalf of their communities:
50 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
51 Governor concurring therein, recognizes and honors the sacrifice of Agent Jared Daniel
52 Francom.
53 BE IT FURTHER RESOLVED that the Legislature and the Governor extend their
54 deepest condolences to the family and friends of Agent Jared Daniel Francom.
55 BE IT FURTHER RESOLVED that the Legislature and the Governor express their
56 wishes that Ogden Police Officers Michael Rounkles, Kasey Burrell, and Shawn Grogan will
57 have a full and speedy recovery.
58 BE IT FURTHER RESOLVED that the Legislature and the Governor express their
59 wishes that Agent Nate Hutchinson, sergeant in the Weber County Sheriff's Office, and Roy
60 Police Officer Agent Jason Vanderwarf will have a full and speedy recovery.
61 BE IT FURTHER RESOLVED that the Legislature and the Governor recognize the
62 remarkable courage and honor displayed by the men and women in law enforcement and the
63 risks they take to keep their communities safe.
64 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the family of
65 Agent Daniel Francom; to Ogden Police Officers Michael Rounkles, Kasey Burrell, and Shawn
66 Grogan; to Agent Nate Hutchinson, sergeant in the Weber County Sheriff's Office; to Roy
67 Police Officer Agent Jason Vanderwarf; to the Ogden City Police Department; to the Weber
68 County Sheriff's Office; to the Roy Police Department; and to the members of Utah's
69 congressional delegation.
