8 General Description:
9 This bill amends the Mammogram Quality Assurance Chapter of the Utah Health Code.

22 Be it enacted by the Legislature of the state of Utah:
23 Section 1. Section 26-21a-203 is amended to read:
24 26-21a-203. Department rulemaking authority.
25 The department shall make rules under Title 63G, Chapter 3, Utah Administrative
26 Rulemaking Act:
27 (1) establishing quality assurance standards for all facilities performing screening or

diagnostic mammography and developing mammogram x-ray films, including procedures for28
29 clinical follow-up of abnormal mammograms; [
30 (2) providing for:
31 (a) collection and periodic reporting of mammography examinations and clinical
32 follow-up data to the department;
33 (b) certification and revocation of certification of mammogram facilities;
34 (c) inspection of mammogram facilities, including entry of agents of the department
35 into the facilities for inspections;
36 (d) setting fees for certification; and
37 (e) an appeal process regarding department certification decisions[

38a mammography results sent to
39 a patient with dense breast tissue:
40 " Mammography is the only breast cancer screening examination which has been shown
41 in multiple, randomized clinical trials to reduce death rate from breast cancer. However, it is
42 not a perfect test, specifically in women with dense breast tissue. Because your mammogram
43 demonstrates that you have dense breast tissue, you may benefit from supplementary screening
44 tests, depending on your personal risk factors and family history. Although other screening
45 tests may find additional cancers, they may not necessarily increase survival. Nevertheless, you
46 should discuss your mammography results with your health care provider. A copy of your
47 mammography report has been sent to your health care provider's office. Please contact your
48 health care provider if you have any questions or concerns about this notice."
