             8      LONG TITLE
             9      General Description:
             10          This bill provides funding for a career planning program.
             11      Highlighted Provisions:
             12          This bill:
             13          .    requires the Utah Futures Steering Committee to include certain features into the
             14      Utah Futures website;
             15          .    provides that the Utah Futures Steering Committee may select a technology
             16      provider, on or before May 15, 2012, through a request for proposals process, to
             17      provide technology and support for Utah Futures; and
             18          .    defines terms.
             19      Money Appropriated in this Bill:
             20          This bill appropriates:
             21          .    to the State Board of Education - State Office of Education - Initiative Programs, as
             22      a one-time appropriation for fiscal year 2012-13:
             23              .    from the Education Fund, $500,000.
             24      Other Special Clauses:
             25          This bill provides an effective date.

             30      Be it enacted by the Legislature of the state of Utah:
             31          Section 1. Section 53A-1-410 is enacted to read:
             32          53A-1-410. Utah Futures funding.
             33          (1) As used in this section:
             34          (a) "Education provider" means:
             35          (i) a Utah institution of higher education as defined in Section 53B-2-101 ; or
             36          (ii) a Utah provider of postsecondary education.
             37          (b) "Student user" means:
             38          (i) a Utah student in kindergarten through grade 12;
             39          (ii) a Utah post secondary education student;
             40          (iii) a parent or guardian of a Utah public education student; or
             41          (iv) a Utah potential post secondary education student.
             42          (c) "Other user" means:
             43          (i) a jobseeker;
             44          (ii) an adult user;
             45          (iii) a Utah business user; or
             46          (iv) any Utah citizen.
             47          (d) "Utah Futures" means a career planning program developed and administered by
             48      the Department of Workforce Services, the State Board of Regents, and the State Board of
             49      Education.
             50          (e) "Utah Futures Steering Committee" means a committee of members designated by
             51      the governor to administer and manage Utah Futures in collaboration with the Department of
             52      Workforce Services, the State Board of Regents, and the State Board of Education.
             53          (2) The Utah Futures Steering Committee shall ensure, as funding allows and is
             54      feasible, that Utah Futures will:
             55          (a) allow a student user to:
             56          (i) access the student user's full academic record;


             57          (ii) electronically allow the student user to give access to the student user's academic
             58      record and related information to an education provider as allowed by law;
             59          (iii) access information about different career opportunities and understand the related
             60      educational requirements to enter that career;
             61          (iv) access information about education providers;
             62          (v) access up to date information about entrance requirements to education providers;
             63          (vi) apply for entrance to multiple schools without having to fully replicate the
             64      application process;
             65          (vii) apply for loans, scholarships, or grants from multiple education providers in one
             66      location without having to fully replicate the application process for multiple education
             67      providers; and
             68          (viii) research open jobs from different companies within the user's career interest and
             69      apply for those jobs without having to leave the website to do so;
             70          (b) allow an education provider to:
             71          (i) research and find student users who are interested in various educational outcomes;
             72          (ii) promote the education provider's programs and schools to student users; and
             73          (iii) connect with student users within the Utah Futures website;
             74          (c) allow a Utah business to:
             75          (i) research and find student users who are pursuing educational outcomes that are
             76      consistent with jobs the Utah business is trying to fill now or in the future; and
             77          (ii) market jobs and communicate with student users through the Utah Futures website
             78      as allowed by law;
             79          (d) allow the Department of Workforce Services to analyze and report on student user
             80      interests, education paths, and behaviors within the education system so as to predictively
             81      determine appropriate career and educational outcomes and results; and
             82          (e) allow all users of the Utah Futures' system to communicate and interact through
             83      social networking tools within the Utah Futures website as allowed by law.
             84          (3) On or before May 15, 2012, the State Board of Education, in consultation with the


             85      Utah Futures Steering Committee, may select a technology provider, through a request for
             86      proposals process, to provide technology and support for Utah Futures.
             87          (4) In evaluating proposals under Subsection (3), the State Board of Education and the
             88      Utah Futures Steering Committee shall ensure that the technology provided by a proposer:
             89          (a) allows Utah Futures to license and host the selected technologies on Utah Futures'
             90      servers;
             91          (b) allows Utah Futures to protect and control all user data within the system;
             92          (c) allows Utah Futures to directly control and update the user interface, APIs, and web
             93      services software layers as needed; and
             94          (d) provides the ability for a student user to have a secure profile and login to access
             95      and to store personal information related to the services listed in Subsection (2) via the Internet.
             96          Section 2. Appropriation.
             97          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
             98      following sums of money are appropriated from resources not otherwise appropriated, or
             99      reduced from amounts previously appropriated, out of the funds or accounts indicated for the
             100      fiscal year beginning July 1, 2012 and ending June 30, 2013. These are additions to any
             101      amounts previously appropriated for fiscal year 2013.

             106          The Legislature intends that:
             107          (1) the appropriation for Contracts and Grants be used for the purposes described in
             108      Section 53A-1-410 ; and
             109          (2) the appropriation under this section:
             110          (a) be one-time; and
             111          (b) not lapse at the close of fiscal year 2013.
             112          Section 3. Effective date.


             113          (1) Except as provided in Subsection (2), this bill takes effect on May 8, 2012.
             114          (2) Uncodified Section 2, Appropriation, takes effect on July 1, 2012.
