             8      General Description:
             9          This bill enacts language regarding digital safety in secondary schools.
             10      Highlighted Provisions:
             11          This bill:
             12          .    requires the State Board of Education to contract with a provider, selected through a
             13      request for proposals process, to provide online tools, hardware, software, training
             14      resources, and incident management processes to secondary school students; and
             15          .    directs the State Board of Education to distribute the procured materials to school
             16      districts and charter schools.
             17      Money Appropriated in this Bill:
             18          This bill appropriates:
             19          .    to the State Board of Education - Utah Office of Education - Initiative Programs, as
             20      a one-time appropriation:
             21              .    from the Education Fund, $450,000.
             22      Other Special Clauses:
             23          This bill provides an effective date.
             24      Utah Code Sections Affected:
             25      ENACTS:
             26          53A-1a-110, Utah Code Annotated 1953

             28      Be it enacted by the Legislature of the state of Utah:
             29          Section 1. Section 53A-1a-110 is enacted to read:
             30          53A-1a-110. Educational materials to teach secondary school students to use
             31      computers in a safe manner.
             32          (1) To assist educators in teaching students to use computers in a safe manner, and to
             33      protect students by blocking certain Internet content as specified by a school or school district,
             34      the State Board of Education shall contract with a provider, selected through a request for
             35      proposals process, to provide online tools, hardware, software, training resources, and incident
             36      management processes.
             37          (2) The State Board of Education shall select a provider that demonstrates the ability,
             38      capacity, and experience to provide:
             39          (a) online tools, training resources, and incident management processes to teach
             40      secondary school students to use computers in a safe manner; and
             41          (b) hardware and software that will:
             42          (i) block Internet content as specified by a school or school district;
             43          (ii) allow a student to access unfiltered wifi networks, but block unwanted content
             44      before it is viewed by a student;
             45          (iii) give a school or school district complete control over Internet monitoring and
             46      filtering;
             47          (iv) allow a school or school district to determine which electronic devices may access
             48      the Internet within the school or school district;
             49          (v) disable unauthorized browsers; and
             50          (vi) disable unauthorized programs that could circumvent the Internet monitoring and
             51      filtering system.
             52          (3) The State Board of Education shall provide the online tools, hardware, software,
             53      training resources, and incident management processes procured under this section to each
             54      school district and charter school.
             55          Section 2. Appropriation.
             56          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
             57      following sums of money are appropriated from resources not otherwise appropriated, or
             58      reduced from amounts previously appropriated, out of the funds or accounts indicated for the


             59      fiscal year beginning July1, 2012, and ending June 30, 2013. These are additions to amounts
             60      previously appropriated for fiscal year 2013.
             61          To State Board of Education - Utah State Office of Education - Initiative Programs
             62              From Education Fund, one-time
$450,000

             63              Schedule of Programs:
             64                  Contracts and Grants            $450,000
             65          The Legislature intends that the appropriation under this section:
             66          (1) be one-time;
             67          (2) be used to carry out the requirements of Section 53A-1a-110 ; and
             68          (3) not lapse at the close of fiscal year 2013.
             69          Section 3. Effective date.
             70          (1) Except as provided in Subsection (2), this bill takes effect on May 8, 2012
             71          (2) Uncodified Section (2), Appropriation, takes effect on July 1, 2012.
