             9      LONG TITLE
             10      General Description:
             11          This concurrent resolution of the Legislature and the Governor urges Congress to
             12      delegate the regulation of hydraulic fracturing to the states.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    urges the Congress of the United States to clearly delegate responsibility for the
             16      regulation of hydraulic fracturing to the states.
             17      Special Clauses:
             18          None
             19     
             20      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             21          WHEREAS, hydraulic fracturing, a mechanical method of increasing the permeability
             22      of rock, thus increasing the amount of oil or gas produced from the rock, has greatly enhanced
             23      oil and gas production in Utah;
             24          WHEREAS, oil and gas production increases have led to growth in employment and
             25      economic development as well as promotion of energy independence for the United States;
             26          WHEREAS, the state of Utah, through the Division of Oil, Gas, and Mining and the
             27      Department of Environmental Quality, have proven more than capable of regulating oil and gas


             28      recovery processes and ensuring the safety of workers while protecting the environment; and
             29          WHEREAS, the state is best situated to closely monitor oil and gas drilling and
             30      fracturing operations to ensure that they are conducted in an environmentally sound manner:
             31          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             32      Governor concurring therein, urges the Congress of the United States to clearly delegate
             33      responsibility for the regulation of hydraulic fracturing to the states.
             34          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the United
             35      States Secretary of the Interior, the Utah Division of Oil, Gas, and Mining, and the members of
             36      Utah's congressional delegation.
