Madam Speaker:

    The Revenue and Taxation Committee reports a favorable recommendation on H.B. 31, TAXES AND FEES ON EMERGENCY MEDICAL AIRCRAFT, by Representative P. Painter, with the following amendments:

1.    Page 1, Lines 18 through 19 :    

             18      Other Special Clauses:
             19          This bill

{   takes effect on January 1, 2013.   }        provides an immediate effective date.

This bill has retrospective operation to January 1, 2012.  


2.    Page 4, Lines 92 through 93 :    

             92          Section 2. Effective date.
  (1) If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution,

Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.  

             93
