    The Law Enforcement and Criminal Justice Committee recommends H.B. 159, UNLAWFUL DETENTION AMENDMENTS, by Representative R. Wilcox, be replaced and reports a favorable recommendation on 1st Sub. H.B. 159, UNLAWFUL DETENTION AMENDMENTS with the following amendments:

1.    Page 1, Lines 12 through 13 :
