Chair Gibson called the meeting to order at 4:10 p.m.

MOTION:
    Rep. Arent moved to approve the minutes of the February 24, 2012 and February 28, 2012 meetings. The motion passed unanimously with Rep. Christensen, Rep. Edwards, Rep. Poulson, and Rep. Sumsion absent for the vote.

H.B. 364    School District Financial Reporting Amendments (Rep. J. Dougall)

Rep. Dougall introduced the bill which requires a school district to report on revenues and expenditures for each school within the school district.

Mr. Richard Reese, Murray School District, spoke in opposition to the bill.

The following spoke in support of the bill:
    Mr Matthew Piccolo, Sutherland Institute
    Mr. Peter Cannon, citizen

MOTION:    Rep. Newbold moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. McIff and Rep. Moss absent for the vote.

MOTION:    Rep. Gibson moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. McIff and Rep. Moss absent for the vote.
    


H.B. 389    Student Education Occupation Plan Amendments (Rep. M. Newbold)

Rep. Newbold introduced the bill which provides a definition of the student education/occupation plan (SEOP).

Ms. LeAnn Wood spoke in support of the bill.

Ms. Maryann Christensen, Utah Eagle Forum, spoke in opposition to the bill.

MOTION:    Rep. Poulson moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. McIff and Rep. Sumsion absent for the vote.

MOTION:    Rep. Newbold moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. McIff and Rep. Sumsion absent for the vote.

S.B. 175    School Grading Amendments (Sen. W. Niederhauser) (Rep. G. Hughes)

Sen. Neiderhauser introduced the bill which provides for the implementation of a school grading system beginning with the 2012-2013 school year.

The following spoke in support of the bill:

MOTION:    Rep. Newbold moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. McIff, Rep. Moss, and Rep. Sumsion absent for the vote.

H.B. 445    Clubs in Public Schools (Rep. S. Sandstrom)

H.B. 445 was not considered.

MOTION:    Rep. Powell moved to adjourn. The motion passed unanimously. Chair Gibson adjourned the meeting at 5:03 p.m.
