7 LONG TITLE
8 General Description:
9 This bill modifies the Budgetary Procedures Act by amending provisions relating to
10 reductions in federal funding.
11 Highlighted Provisions:
12 This bill:
13 . authorizes the Utah State Board of Education to use state funds to pay for Child
14 Nutrition Programs to offset a loss in federal funding;
15 . repeals the authorization on December 1, 2013; and
16 . makes technical corrections.
17 Money Appropriated in this Bill:

19 Other Special Clauses:
20 This bill provides an immediate effective date.

26 Be it enacted by the Legislature of the state of Utah:
27 Section 1. Section 63I-2-263 is amended to read:
28 63I-2-263. Repeal dates, Title 63A to Title 63M.
29 (1) Section 63A-1-115 is repealed on July 1, 2014.
30 (2) Subsection 63J-1-218 (3) is repealed on December 1, 2013.

32 Section 2. Section 63J-1-218 is amended to read:
33 63J-1-218. Reduction in federal funds -- Agencies to reduce budgets.
34 (1) In any fiscal year in which federal grants to be received by state agencies,
35 departments, divisions, or institutions are reduced below the level estimated in the
36 appropriations acts for that year, the programs supported by those grants must be reduced
37 commensurate with the amount of the federal reduction unless the Legislature appropriates
38 state funds to offset the loss in federal funding.
39 (2) This program modification shall be reported to the Legislature through the
40 Executive Appropriations Committee and the Office of the Legislative Fiscal Analyst.
41 (3) Notwithstanding Subsection (1), the Utah State Board of Education may use state
42 funds previously appropriated to pay for the Child Nutrition Programs H.to offset federal funds
42a lost due to the federal government shutdown.H .
43 Section 3. Effective date.
44 If approved by two-thirds of all the members elected to each house, this bill takes effect
45 upon approval by the governor, or the day following the constitutional time limit of Utah
46 Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
47 the date of veto override.
