7 LONG TITLE
8 General Description:
9 This bill addresses issues relating to the operation of national parks, national
10 monuments, and national recreation areas within the state.
11 Highlighted Provisions:
12 This bill:
13 . authorizes funds in the Sovereign Lands Management Account to be used to pay
14 one or more federal governmental entities for the ongoing operation of national
15 parks, national monuments, and national recreation areas within the state; and
16 . repeals the authorization on December 2, 2013.
17 Money Appropriated in this Bill:
18 This bill appropriates in fiscal year 2014:
19 . to the Department of Natural Resources - Parks and Recreation Capital Budget as a
20 one-time appropriation, from the Sovereign Lands Management Restricted Account,
21 $1,665,700; and
22 . to the Department of Natural Resources - Parks and Recreation - National Parks
23 Operation Contributions as a one-time appropriation, from the Sovereign Lands
24 Management Restricted Account, $6,996,100.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 63I-2-265 is enacted to read:
35 63I-2-265. Repeal dates -- Title 65A.
36 Subsection 65A-5-1 (4) is repealed on December 2, 2013.
37 Section 2. Section 65A-5-1 is amended to read:
38 65A-5-1. Sovereign Lands Management Account -- Creation -- Contents --
39 Appropriation to fund division expenses.
40 (1) There is created within the General Fund a restricted account known as the
41 Sovereign Lands Management Account.
42 (2) The account shall consist of the following:
43 (a) all revenues derived from sovereign lands; and
44 (b) that portion of all revenues derived from mineral leases on other lands managed by
45 the division necessary to recover management costs.
46 (3) All expenditures of the division relating directly to the management of state lands
47 shall be funded by appropriation by the Legislature from the Sovereign Lands Management
48 Account or other sources.
49 (4) The Legislature may appropriate funds in the account to reimburse one or more
50 state government entities for money contributed to the federal government for the operation of
51 national parks, national monuments, and national recreation areas in the state.
52 Section 3. Appropriation.
53 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
54 the fiscal year beginning July 1, 2013, and ending June 30, 2014, the following sums of money
55 are appropriated from resources not otherwise appropriated, or reduced from amounts
56 previously appropriated, out of the funds or accounts indicated. These sums of money are in

57 addition to any amounts previously appropriated for fiscal year 2014.

79 report to the Executive Appropriations Committee that:
80 (a) subject to the availability of appropriate federal government entities:
81 (i) estimates the current daily contribution amount for the operation of national parks,
82 national monuments, and national recreation areas; and
83 (ii) reports on negotiations to lower the daily contribution amount, if warranted, and to
84 reopen the Bear River Migratory Bird Refuge; or
