9 General Description:
10 This joint resolution of the Legislature urges the Utah Department of Health and the
11 Utah Department of Human Services to collaborate with other state agencies to deliver
12 public epilepsy education, outreach, and awareness campaign materials and messages to
13 individuals and organizations having regular interaction with individuals subject to
14 epilepsy and seizure incidents.
15 Highlighted Provisions:
16 This resolution:
17 . urges that, in implementing the existing federal public education, outreach, and
18 awareness campaign under 42 U.S.C. Chapter 6A, the Public Health Service Act,
19 Sec. 330E-1, the Utah Department of Health and the Utah Department of Human
20 Services collaborate with the Utah Department of Veterans' and Military Affairs, the
21 Utah State Office of Education, the Utah Labor Commission, the attorney general's
22 office, and others to deliver the campaign's educational materials and messages to
23 individuals and organizations, including:
24 . teachers, administrators, and other education personnel;
25 . state, county, and local law enforcement personnel, and first responders;
26 . employers and labor organizations; and
27 . other individuals and organizations the Department of Health and the
28 Department of Human Services consider to have regular interaction with individuals who are
29 subject to epilepsy and seizure incidents.

33 Be it resolved by the Legislature of the state of Utah:
34 WHEREAS, epilepsy is the third most common neurological disorder, after stroke and
35 Alzheimer's and related dementias;
36 WHEREAS, epilepsy affects an estimated 100,000 people in Utah;
37 WHEREAS, one in every 10 people in Utah will experience a seizure during the
38 person's lifetime;
39 WHEREAS, traumatic brain injury (TBI) is one of the most common injuries of war;
40 WHEREAS, experts believe that up to 50% of military personnel affected by TBI will
41 develop epilepsy; and
42 WHEREAS, injury, death, and other negative health, economic, or life outcomes can be
43 avoided through seizure training and awareness in school, the workplace, and the community:
44 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
45 urges that, in implementing the existing federal public education, outreach, and awareness
46 campaign under 42 U.S.C. Chapter 6A, the Public Health Service Act, Sec. 330E-1, the Utah
47 Department of Health and the Utah Department of Human Services should, to the greatest
48 extent practical, collaborate with the Utah Department of Veterans' and Military Affairs, the
49 Utah State Office of Education, the Utah Labor Commission, the attorney general's office, and
50 others to deliver the campaign's educational materials and messages to individuals and
51 organizations, including:
52 * teachers, administrators, and other school or education personnel;
53 * state, county, and local law enforcement personnel, and first responders;
54 * employers and labor organizations; and
55 * other individuals and organizations the Department of Health and the Department of
56 Human Services, in consultation with the individuals and representatives described in Section
57 330E-1(c)(2) of the Public Health Service Act, consider to have regular interaction with
58 individuals who are subject to epilepsy and seizure incidents.
59 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the United
60 States Secretary of Health and Human Services, the Utah Department of Health, the Utah
61 Department of Human Services, and the members of Utah's congressional delegation.
