9 General Description:
10 This bill creates the Intergenerational Poverty Interventions Grant Program.
11 Highlighted Provisions:
12 This bill:
13 . defines terms;
14 . creates the Intergenerational Poverty Interventions Grant Program to fund additional
15 educational opportunities, outside of the regular school day offerings, for students
16 affected by intergenerational poverty;
17 . requires the State Board of Education to:
18 . solicit proposals from school districts and charter schools to receive money
19 under the program; and
20 . award grants to school districts and charter schools based on certain criteria;
21 . establishes criteria for the State Board of Education to consider when awarding
22 grants to school districts and charter schools; and
23 . requires the State Board of Education to annually report to the Education Interim
24 Committee and the Utah Intergenerational Welfare Reform Commission.

36 Be it enacted by the Legislature of the state of Utah:
37 Section 1. Section 53A-17a-171 is enacted to read:
38 53A-17a-171. Intergenerational Poverty Interventions Grant Program --
39 Definitions -- Grant requirements -- Reporting requirements.
40 (1) As used in this section:
41 (a) "Board" means the State Board of Education.
42 (b) "Eligible student" means a student who is classified as a child affected by
43 intergenerational poverty.
44 (c) "Intergenerational poverty" has the same meaning as in Section 35A-9-102 .
45 (d) "Local Education Agency" or "LEA" means a school district or charter school.
46 (e) "Program" means the Intergenerational Poverty Interventions Grant Program
47 created in Subsection (2).
48 (2) The Intergenerational Poverty Interventions Grant Program is created to provide
49 grants to eligible LEAs to fund additional educational opportunities for eligible students,
50 outside of the regular school day offerings.
51 (3) Subject to future budget constraints, the board shall distribute to LEAs money
52 appropriated for the program in accordance with this section.
53 (4) The board shall:
54 (a) solicit proposals from LEAs to receive money under the program; and
55 (b) award grants to LEAs based on criteria described in Subsection (5).
56 (5) In awarding a grant under Subsection (4), the board shall consider:
57 (a) the percentage of an LEA's students that are classified as children affected by
58 intergenerational poverty;

(b) the level of administrative support and leadership at an eligible LEA to effectively59
60 implement, monitor, and evaluate the program; and
61 (c) an LEA's commitment and ability to work with the Department of Workforce
62 Services, the Department of Health, the Department of Human Services, and the juvenile courts
63 to provide services to the LEA's eligible students.
64 (6) To receive a grant under the program, an LEA shall submit a proposal to the board
65 detailing:
66 (a) the LEA's strategy to implement the program, including the LEA's strategy to
67 improve the academic achievement of children affected by intergenerational poverty;
68 (b) the LEA's strategy for coordinating with and engaging the Department of
69 Workforce Services to provide services for the LEA's eligible students;
70 (c) the number of students the LEA plans to serve, categorized by age S. [
71 intergenerational poverty status S. [
72 language learner status
73 (d) the number of students, eligible students, and schools the LEA plans to fund with
74 the grant money; and
75 (e) the estimated cost per student.
76 (7) (a) The board shall annually report to the Legislature's Education Interim
77 Committee and the Utah Intergenerational Welfare Reform Commission, created in Section
78 35A-9-301 , by November H. [
79 (i) the progress of LEA programs using grant money;
80 (ii) the progress of LEA programs in improving the academic achievement of children
81 affected by intergenerational poverty; and
82 (iii) the LEA's coordination efforts with the Department of Workforce Services, the
83 Department of Health, the Department of Human Services, and the juvenile courts.
84 (b) LEAs that receive grant money pursuant to this section shall provide to the board
85 information that is necessary for the board's report to the Legislature's Education Interim
86 Committee and the Utah Intergenerational Welfare Reform Commission as required in
87 Subsection (7)(a).
88 Section 2. Appropriation.
89 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for

the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money90
91 are appropriated from resources not otherwise appropriated, or reduced from amounts
92 previously appropriated, out of the funds or accounts indicated. These sums of money are in
93 addition to any amounts previously appropriated for fiscal year 2015.

98 The Legislature intends that the appropriation under this section is:
99 (1) ongoing, subject to availability of funds;
100 (2) to be used to carry out the requirements of Section 53A-17a-171 ; and
101 (3) nonlapsing.
102 Section 3. Effective date.
103 (1) Except as provided in Subsection (2), this bill takes effect on May 13, 2014.
104 (2) Uncodified Section 2, Appropriation, takes effect on July 1, 2014.
