6 LONG TITLE
7 General Description:
8 This rules resolution amends rules governing Senate standing committee review
9 procedures.
10 Highlighted Provisions:
11 This resolution:
12 . requires that legislation receive a favorable recommendation by a Senate standing
13 committee before passage; and
14 . changes the list of exemptions to the standing committee review requirement.

21 Be it resolved by the Senate of the state of Utah:
22 Section 1. SR3-2-102 is amended to read:
23 SR3-2-102. Standing committee review required -- Exceptions.
24 (1) The Senate may not pass a bill, joint resolution, or concurrent resolution during the
25 annual general session [that has not been reviewed by] unless:
26 (a) a Senate standing committee[;] has reviewed the legislation; and
27 [(b) the Senate Rules Committee; or]
28 [(c) the Legislative Management Committee.]
29 (b) the Senate standing committee has given a favorable recommendation to the

30 legislation.
31 (2) This rule does not apply to:
32 (a) a resolution regarding legislative rules or legislative personnel;
33 (b) legislation that has been approved by an interim committee;
34 (c) the revisor's statute;
35 (d) [legislation introduced or received from the House during the last three days of the
36 annual general session; or] if the legislation was reviewed and approved by the Executive
37 Appropriations Committee, legislation that:
38 [(e) if the legislation was reviewed and approved by the Executive Appropriations
39 Committee, legislation that:]
40 (i) exclusively appropriates money;
41 (ii) amends Utah Code Title 53A, Chapter 17a, Minimum School Program Act;
42 (iii) amends Utah Code Title 67, Chapter 22, State Officer Compensation; or
43 (iv) authorizes the issuance of general obligation or revenue bonds.
