2:10 p.m. 2. Administrative Enforcement of Civil Fines and Penalties
Under its police power, the state has authority to establish civil fines and penalties for violations of its statutory provisions. The legislature possesses broad discretion in prescribing penalties for conduct it deems punishable. The committee will continue its study of administrative enforcement of civil fines and penalties with a presentation from staff, followed by committee discussion.
2:45 p.m. 3. Child Support Issues
Criminal Nonsupport
Utah law defines criminal nonsupport as any person who, having a spouse or child, does not provide for the support of the spouse or child when the spouse or child is in needy circumstances. The committee will review draft legislation which modifies the crime of criminal nonsupport to include a person who does not pay court-ordered child or spousal support.
3:30 p.m. 4. School Truancy
The committee will discuss the problem of school truancy, review a program which shows promise, and discuss options to better cope with the problem.

3:45 p.m. 5. Uniform Probate Code
The committee will review draft legislation establishing a uniform probate code. The legislation proposes to enact the uniform rule against perpetuities, repeal and reenact chapter 2 provisions, and provide transitional language.
