As a follow-up to the July 10th discussion of strandable cost estimations, the committee will hear presentations on how estimations of a competitive market price influence determination of strandable costs .

Market power briefing paper submission
    In the August 14th meeting, the task force will discuss Market Power Issues. Examples of the kind of issues to be discussed include:
         What is the "market" comprised of ?
        How competitive would the power supply market in Utah be under restructuring?
        If any supplier has too much market power, how could this be mitigated?
        Should suppliers be required to divest part of their generation capacity?
        How can the transmission system be properly regulated so as to allow fair access?
        Should an Independent Service Operator (ISO) be created?
    
    Interested parties who wish to address the committee on the above listed market power issues on August 14th are asked to provide briefing papers outlining their position. Please provide 20 three hole punched copies to the task force staff by no later than the beginning of the July 22nd meeting. The task force staff will then forward the materials to the task force.

    The following related issues will be discussed in a subsequent meeting:
        How can the aggregation of buyers and sellers enhance competition?
        What impact will non-generating power marketers have?
        What kind of state regulation should be established in a competitive environment?
        What obligations to serve customers should be established?
