3. Full and Fair Competition - Market Power Issues
Background, testimony, and discussion on potential options which could be implemented to encourage real competition and choice for all customer classes in a restructured environment.
A. Mark Glick , Professor of Economics, University of Utah
Mr. Glick has been asked by the task force to provide a general overview of competition and market power concepts .
B. Panel Discussions on Selected Market Power Issues
The panel will consist of six members including one representative from each of the following groups: 1) PacifiCorp; 2) Public Service Commission and the Division of Public Utilities; 3) Committee of Consumer Services, United We Stand, and Salt Lake Community Action Program; 4) Utah Electric Deregulation Group and Utah Industrial Energy Consumers; 5) Utah Associated Municipal Power Systems and Utah Municipal Power Agency; and 6) Utah Rural Electric Association .
The panel will discuss each of the following specific topics:
I. Determination and Measurement of the "Relevant Market"
II. Competitiveness of the Market in Utah Under Restructuring
III. Methods for Mitigating Market Power
IV. Access to Transmission System - Independent System Operators
Each panel member will have two minutes to give an introductory statement at the beginning of each topic. The panel members will then answer questions of the task force and respond to comments made by other panel members. Each topic will be discussed for approximately ½ hour total with 12 minutes for introductory statements and about 18 minutes for discussion and comment. The panel will then move to the next topic and begin the process again.

Briefing Paper Submission
In the August 28th meeting, topics the task force will discuss include:
1. Aggregation - How can the aggregation of buyers and sellers enhance competition?
2. Power Marketers - What impact will non-generating power marketers have?
3. Obligation to Serve and Connect - How should the legislature address issues of obligation to serve and connect in a restructured environment?*
Interested parties who wish to address the committee on any of the above listed issues on August 28th are asked to provide briefing papers outlining their position. Please provide 20 three hole punched copies to the task force staff by no later than the beginning of the August 14th meeting. The task force staff will then forward the materials to the task force and interested parties.
*Please note that the discussion of "State regulation in a restructured environment" has been postponed to a future meeting. Item 3 listed above, "Obligation to Serve and Connect" is new and was not listed on the previous draft agenda. Since this item was just added to the August 28th agenda, briefing papers on this topic may be submitted to Task Force staff by no later than 5:00 p.m., August 19th. All other briefing papers must still be submitted as previously outlined.
