* Approval of minutes of July 14, 1997 meeting
9:05 a.m. 2. Background Information
During the July meeting, the task force requested additional information regarding:
types of regulatory costs; review of governor's housing task force recommendations; overview of recent housing legislation; overview of current housing statutory code provisions; explanation of H.B. 295, "Providing Affordable Housing," 1996 General Session; explanation of S.B. 4, "Impact Fees Act," 1995 First Special Session; and an overview of current affordable housing planning and assistance programs.

9:40 a.m. 3. What is the extent of the problem?
During the July 14 meeting, the task force requested that certain specific information be presented to the task force at its next meeting. The requested information will help the task force determine the extent of the affordable housing problem in Utah.
* Number of affordable housing units needed:

* Cost break down of regulatory costs and costs to build a house, both adjusted for inflation:
Ron Thorne, Home Builder and President, Home Builders Association of Utah or another representative of the Home Builders Association of Utah
10:00 a.m. 4. Consensus on Focus of Task Force
Task force members will discuss and develop a consensus on answers to the following questions:
How significant is the problem? Is state intervention needed to solve the problem? If so, what type/level of intervention is needed?
Should the focus of the solutions be on the apartment rental, multi-family housing, first time home owner, or some other segment of the problem?
What level of median income should be the target group?
11:00 a.m. 5. Discussion of Draft Resolution
During the July meeting, the task force requested Mr. Erickson to provide a draft resolution for the task force's consideration. The resolution encourages congress to increase the amount of private activity bond cap and low-income housing tax credits allocated to Utah.
