ELECTRICAL DEREGULATION AND CUSTOMER CHOICE TASK FORCE

Thursday, September 25, 1997 - 8:30 a.m. to 1:00 p.m. - Room 303 State Capitol



1.    Welcome - Approval of Minutes of September 11, 1997

2.    Task Force Business

3.     Taxation Issues - Professor Larry Walters, Director, Institute of Public Management - Brigham Young University
    
Professor Walters will provide an overview of the potential impact of electric industry restructuring on state and local taxation and will outline issues that the Legislature could study as it considers restructuring in Utah.     

4.     Panel Presentations                            
    
The panels will follow the same general format as in previous meetings.

     A.    Customer Protections / Safety and Reliability
     The discussion may include such items as: billing disclosure, education programs, system safety and reliability, dispute resolution processes, standard offer, protection against slamming , etc.

    Each panel member will have three minutes for introductory statements, followed by task force questions and discussion.


     B.    Societal and Environmental Issues
    
The discussion may include such items as: low income and elderly concerns, disconnection policies, universal service, conservation, renewable resources, demand side management, etc.

    Each panel member will have three minutes for introductory statements, followed by task force questions and discussion.

    C.     Legal Issues
     The panel will discuss the legal implications of the following topics:

        
I - Regulatory Compact
        II - Divestiture and Other Market Power Mitigation
        III - a) Municipal Issues
            b) Rural Cooperative Issues

    Each panel member will have a total of six minutes for introductory statements on all of these topics combined, followed by task force questions and discussion. . Individual panel members may choose not to address all of the topic listed.
