* Approval of minutes of September 23, 1997 meeting
9:10 a.m. 2. Discuss Task Force Priority Topics
During the September 23rd meeting, the task force prioritized discussion topics as listed below. Topics will be discussed in the order below unless the task force approves a motion to modify the discussion order. Task force members should come prepared to present specific recommendations for the task force's consideration and vote. Interested parties and members of the public should funnel their recommendations through a task force member for presentation. The last task force meeting, as needed, will be reserved for fine tuning the recommendations adopted in concept at the October 14th meeting.
a. Impact fees
b. Reduce construction costs by limiting building, fire, electrical, plumbing code requirements
c. Eliminating/reducing the NIMBY (Not In My Back Yard) factor
d. H.B. 295, "Providing Affordable Housing" (Bill passed in 1996 requiring municipalities to develop an affordable housing plan.)
e. Retention of affordable housing stock
f. Redevelopment of housing
g. Zoning - Allowing apartments and high density housing
h. Zoning - Minimum size of lots allowed for single family housing
i. Material requirements beyond building codes such as requiring brick, etc.
j. Apartment application fees (charge for accepting an application)
k. Restriction of fees generally including realtor fees, etc.
l. Exactions
m. Definition of affordable housing (level of income)
n. Apartments - vouchers for low income persons
o. Renter Impact Fees (The Taylorsville City Council proposed a Disproportionate Services Fee to mitigate a perceived impact on city services.)
p. Required improvements such as park strip size, road size, depth of asphalt, gravel next to sewer pipe, etc.
q. Condominiums' role in providing affordable housing
ADDITIONAL DISCUSSION TOPICS:
Following is a list of additional discussion topics submitted by task force members at the September 23rd meeting. These topics were not prioritized by the task force since they were not listed in the survey.
aa. provide more funding to private activity bonding for housing authorities
bb. legislatively mandate for all communities to provide affordable housing
cc. create a program for cities and counties to establish first time home buyers' assistance program
dd. create an appeal board for rezone/development denials
ee. provide an expedited building code appeal process
ff. enhance the Olene Walker Endowment Fund to $100 million dedicating interest earned annually to low-income housing
gg. work with Salt Lake City to have "media" housing associated with the Olympics designed and assigned for low-income families spread throughout Wasatch Front not just Salt Lake City
hh. provide for the retention of existing affordable housing stock (limit market increase of designated housing units)
ii. designate a state agency where city/county decisions rating to affordable housing can be appealed
jj. require utilities to pay for installation and trenching of utility lines since they receive all income
kk. allow developers (versus cities) to install all improvements rather than cities charging and installing (i.e. water lines, etc.)
ll. relieve the liability inspectors perceive they are exposed to if they should relax strict enforcement of building codes. Allow inspectors to exercise reasonable judgement.
mm. provide a review process when disputations arise between an inspector and a contractor
nn. require advance notice to contractors, allow for review, and consider input before building inspectors change the enforcement of the codes
