1. Call to Order - Rep. Bradshaw called the meeting to order at 9:13 a.m.
2. Committee Business -
MOTION: Sen. McAllister moved to approve the minutes of February 20, 1998. The motion passed unanimously with Sen. Hull absent for the vote.
There was a discussion of 1998 Utah Tomorrow presentations to the legislative standing committees and interim committees. Mr. Cannon distributed a letter from President R. Lane Beattie and Speaker Melvin R. Brown and discussed the content of the letter.
3. Citizen's Planner Initiative - Mr. Gene Moser distributed a handout titled, "Certified Citizen Planner Seminar," and discussed the details of the handout. Mr. Moser stated that every county is different, and that seminars will help educate citizens about their community.
Mr. Gene Carr, Center for Public Policy and Administration at the University of Utah, spoke about the need for citizens to be educated in the planning process throughout the community.
Mr. Bedell said that the goals for Utah Tomorrow are directed at state agencies but need to be conducted by local governments. He encouraged people to take seminars and said it would help the citizens realize that there is something being done about the growth in Utah. He said if citizens attend these seminars, they would realize that there are things that they can do to help shape their communities.
4. Envision Utah -- Coalition for Utah's Future - Mr. Stephen Holbrook, Executive Director, Coalition for Utah's Future, briefed the committee on Envision Utah and discussed ways Utah Tomorrow and Envision Utah can blend their efforts. He distributed a handout titled, "Working Timeline," and presented a video titled, "Envision Utah." The video explained how the growth of Utah will affect the residents and what can be done to preserve Utah. He said Envision Utah is studying Utah's future and plans to research ways to make a better future for Utah residents. Mr. Holbrook described workshops that are available for the planners in Utah to use in planning for individual communities.
Mr. D.J. Baxter, Scenarios Manager, Envision Utah, distributed a handout titled, "Attachment D - Values Framework," and discussed its content. Mr. Baxter also spoke about the Wirthlin study and how the growth of Utah is affecting the attitudes and behaviors of its residents.
Rep. Tuttle said that each community should look at what is needed and start planning now. He said everyone in the community needs to get involved.
5. 21st Century Communities Program - Mr. Wes Curtis, Director, Governor's Rural Partnership Office, distributed a handout titled, "The 21st Century Communities - The Community Planning Process Assessment," a brochure titled, "The 21st Century Communities Initiative," and a newsletter titled, "Utah Rural Life." The brochure listed the steps on becoming a 21st Century Community.
Mr. Curtis said in order to become a 21st Century Community, a majority of its planning and zoning commissions must be certified. He also talked about the community planning process assessment. He gave a presentation on how to use the assessment on the Internet. He said approximately 30 rural communities are currently going through the application process.
6. Higher Education master Planning - Mr. Don Carpenter, Associate Commissioner of Higher Education, briefed the committee on the Board of Regents' efforts to conduct master planning for higher education in the state. He distributed a survey titled, "A Survey to Indicate the Importance of Planning Issues Identified by the State Board of Regents," and went over the details with the committee. Mr. Carpenter said that one of the critical issues in higher education master planning is access to upper division offerings and not just access to higher education.
7. Utah Tomorrow 1998 Workplan - Sen. Hull suggested that staff approach the Legislative Management Committee about having each of the areas within the document appear at the interim committee and evaluate the performance measures.
Mr. Cannon spoke about performance measures.
Mr. Luke Smart, Governor's Office of Planning and Budget, spoke about which agencies are responsible for completing the performance measures. He suggested putting the name of the agency on the performance measure, then removing it from the final copy.
Mr. Bedel suggested meeting with the Planning Process Advisory Commission and also sending a letter out, prior to this meeting, to all department and division heads, requesting that performance measures be brought to the interim committees in the fall.
Sen. Tuttle suggested having a two-day meeting somewhere other than at the State Capitol to review performance measures.
8. Adjourn -
MOTION: Rep. Bradshaw moved to adjourn the meeting at 11:58 a.m. The motion passed unanimously with Mr. Carlston and Commissioner Petersen absent for the vote.
