Approval of Minutes
MOTION: Sen. Osmond moved to approve the minutes of the February 12, 2013 meeting. The motion passed unanimously with Sen. Madsen, Sen. Stevenson, and Sen. Urquhart absent for the vote.
S.B. 110 School-based Budgeting Amendments (Sen. H. Stephenson)
Sen. Stephenson introduced and explained the bill.

SUBSTITUTE MOTION: Sen. Jones moved to return the bill to the Rules Committee. The motion failed with Sen. Jones voting in favor.
