Chair Reid called the meeting to order at 8:05 am.


Approval of Minutes

 

MOTION:     Sen. Osmond moved to approve the minutes of the February 27, 2013 meeting. The motion passed unanimously with Sen. Madsen, Sen. Stevenson, and Sen. Urquhart absent for the vote.

 

S.B. 69            Assessment and Reporting of Student Performance (Sen. R. Okerlund)


Sen. Okerlund introduced and explained the bill.


MOTION:      Sen. Osmond moved to amend the bill as follows:

 

1.    Page 11, Lines 317 through 318:

protect each student's privacy by not revealing personally identifiable information about a

       (b) prohibit the reporting of student test scores aggregated by teacher or by class to assure that student test score data that may constitute a portion of a teacher's performance evaluation is not revealed.  

 

The motion passed with Sen. Madsen, Sen. Stephenson, and Sen. Urquhart voting in opposition.

 

MOTION:      Sen. Osmond moved to amend the bill as follows:

 Section 4. Section 53A-1-607.5 is enacted to read:

       53A-1-607.5. Release of class level test scores to a parent or guardian -- Exception.

       (1) Except as provided in Subsection (2), a school principal shall release U-PASS test scores aggregated at a class level to the parent or guardian of a student enrolled in the school upon the request of the student's parent or guardian.

       (2) Test scores aggregated at the class level may not be revealed if fewer than 10 test scores are in the group of aggregated test scores.

MOTION:     Sen. Jones moved to pass S.B. 69 out favorably. The motion failed with Sen. Jones, and Sen. Osmond voting in favor.

 

S.B. 243          Bullying and Hazing Amendments (Sen. L. Robles)

 

Sen. Robles introduced and explained the bill.

The original motion failed with Sen. Jones, Sen. Osmond, and Sen. Reid voting in favor.

 

MOTION:    Sen. Madsen moved to adjourn. The motion passed unanimously.

 

Chair Reid adjourned the meeting at 9:55 am.
