Chair Van Tassell called the meeting to order at 4:14 p.m.

Approval of Minutes

MOTION: Sen Dayton moved to approve minutes of the February 19, 2013 meeting. The

motion passed unanimously.

S.B. 76 Outdoor Advertising Technology Amendments (P. Knudson)

Sen. Knudson introduced and explained the bill.

Spoke in favor of the bill. Robert Saunders, Saunders Outdoor Advertising

Jeff Young, Young Electric Sign Company Craig Moody, Lobbyist, Reagan Outdoor Advertising

Spoke in opposition to the bill: Lincoln Shurtz, Utah League of Cities and Towns

Kelvin Cullimore, Mayor, Cottonwood Heights Gary Crane, City Attorney, Layton and Morgan City Carlton Christensen, President, Utah League of Cities and Towns

A handout was distributed.

MOTION: Sen. Dayton moved to proceed to the next item on the agenda. The motion passed

passed unanimously.

S.B. 222 Transportation Amendments (W Harper)

MOTION: Sen. Harper introduced the bill and moved to adopt the following amendments:

I. Page 1, Lines 12 through 15:

12 ■ provides that beginning on the date that the Motor Vehicle Division has

implemented the Motor Vehicle Division's GenTax system, the requirement to pass a safety inspection annually or obtain a valid 13 annual federal inspection only applies to a motor vehicle with a gross vehicle 14 weight rating of 10,001 pounds or more if the motor vehicle is a commercial 15 vehicle; and

2. Page 3, Lines 60 through 62:

60 (b) {-A} [ motorvehicle] Beginning on the date that the Motor Vehicle

Division has implemented the Motor Vehicle Division's GenTax system, a

commercial vehicle as defined in Section 41-1a-102 with a gross

61 vehicle weight rating of 10,001 pounds or more is required to pass a safety inspection annually 62 or comply with Subsection (1)(b)(iv)(B).

The motion passed unanimously.

Sen. Harper further explained the bill.

MOTION: Sen. Dayton moved to transmit S.B. 222 favorably. The motion passed unanimously.

MOTION: Sen. Dayton moved to place S.B. 222 on the Consent Calendar. The motion passed unanimously.

MOTION: Sen. Dayton moved to adjourn. The motion passed unanimously. Chair Van

Tassell adjourned the meeting at 5:05.
