Co-Chairman Scott Jenkins called the meeting to order at 9:27 a.m.



Fiscal Analyst, Stan Eckersley, explained the co-chair's proposed modifications to the Analyst's FY 2002 Supplemental Budget Recommendations. The following agencies responded with their reaction to the changes:



Lee Ellerston, Labor Commission

Robert Gross, Workforce Services

Richard Pearson, Department of Alcoholic Beverage Control

Karen Silver, Salt Lake Community Action Program



MOTION: Sen. Mayne moved to accept the Analyst's Commerce and Revenue FY 2002 Supplemental Budget Recommendations as modified by the co-chair's suggestions shown on the following handout:

The Legislature intends that agencies use discretion to
adjust appropriation reductions according to their best
judgment. While the amount of the reduction is set by the
Legislature, the particulars of how are up to each agency.

Change the amount to be reduced from $3,577,600 to

Change the amount to be reduced from $250,000 to $128,000.
7 Add $165,000 in Committee on Consumer Services

The motion passed unanimously with Sen. Eastman absent for the vote.



Gregory Fitch, Utah College of Applied Technology, distributed the LFA Recommended Cuts for FY 2001-2002. He addressed the committees concerns regarding the budget decreases to the Utah System of Higher Education and it's programs.



Mike Bouwhuis, Davis Applied Technology College, addressed his concerns and answered questions for the committee.



Ronda Rose, Utah State Parent Teacher Association, presented her view of the proposed cuts. She explained her personal experiences of the system's benefits.



Richard Van Ausdal, Dixie Applied Technology College, also addressed his concerns.



MOTION: Rep. Cox moved that the Utah College of Applied Technology Budget Reduction be decreased from the proposed 4.72 % to 3.88 %, in line with the Utah System of Higher Education. It was further recommended that the co-chairs go to the Executive Appropriations Committee and request this reduction. The motion passed unanimously.



MOTION: Rep. Cox made a motion to adjourn. The motion passed unanimously.
