Chair Spencer called the meeting to order at 2:12 p.m.



Committee Business



H.B. 225 Mental Health Professional Financial Assistance Grants - Technical Amendments (J. Buffmire)



Rep. Buffmire explained the bill to the committee.



MOTION: Rep. Saunders moved to recommend the bill to the Rules committee to be placed on the third reading calendar. The motion passed in both houses with Rep. Thompson voting no. Sen. Knudson, Rep. Beck, Rep. Donnelson, Rep. Harper, Rep. Lockhart, Rep. Ray, Rep. Seitz, and Rep. Way were absent for the vote.



H.J.R. 4 Resolution Encouraging Cultural Competency in the Delivery of Health Care (J. Buffmire)



Rep. Buffmire presented the bill to the committee with proposed amendments.



MOTION: Sen. Allen moved to amend the bill as follows:



1. Page 1, Line 8: Delete "best practices in the delivery of"



2. Page 1, Line 23: Delete "best practices in the delivery of" and after "competent" insert "delivery of"



3. Page 1, Line 27: Delete "best practices in"



4. Page 2, Line 33: Delete "best" and insert "culturally competent" and after "delivery of" delete "culturally competent"

Rep. Allen proposed a substitute to the bill.



MOTION: Rep. Seitz moved that 1ST Substitute H.B. 231 replace H.B. 231. The motion passed unanimously with Sen. Knudson, Rep. Harper, Rep. Jones, and Rep. Way absent for the vote.



Rep. Allen explained the substitute bill to the committee with the assistance of Mr. Douglas Springmeyer, Utah Department of Health.



Dr. Robert T. Rolfs, Director, Public Health Data, Utah Department of Health, and Mr. Chet Loftis, Utah Medical Association, answered questions of committee members.



Mr. David Gessel, Utah Hospitals and Health Systems, spoke in support of the bill.



MOTION: Sen. Spencer moved to amend the substitute bill as follows:



Page 4, Line 95: After "section" insert ", so long as the report is made in good faith"



The motion passed unanimously in both houses.



MOTION: Rep. Seitz moved to recommend the bill as amended to the Rules Committee to be placed on the third reading calendar.



SUBSTITUTE MOTION: Rep. Lockhart moved to recommend that the House Rules Committee refer the substitute bill to a standing committee. The motion passed unanimously in both houses.



S.B. 100 Pharmacist Licensing Amendments (P. Knudson)



Sen. Knudson explained the bill to the committee.



Mr. James V. Olsen, Utah Retail Merchants Association, spoke in support of the bill.



MOTION: Representative Jones moved to amend the bill as follows:

Page 8, Line 223: After "counseling" insert "with proper training as determined by the division

S.B. 101 Criminal Background Checks for Licensed Providers of Human Services
