Chair Hickman called the meeting to order at 9:12 a.m.

MOTION: Rep. Hansen moved to approve the minutes of the January 10, 2002 meeting. The motion passed unanimously with Sen. Hillyard, Rep. Hendrickson, and Rep.Winn absent for the vote.
S.B. 93 Classification of Certain Legislative Records (P. Knudson)
Sen. Knudson introduced S.B. 93 and explained it to the committee.
MOTION: Rep. Hansen moved to approve S.B. 93 and recommend that it go directly to the floor. The motion passed unanimously with Sen. Hillyard, Sen. Peterson, and Rep.Winn absent for the vote.
H.B. 98 Amendments to Whistle Blowers Statute (N. Hansen)
MOTION: Rep. Hansen moved to amend H.B. 98 as follows:
1. Page 1, Line 27: After "employee" insert ", or a person acting on his behalf,"
2. Page 2, Line 29: After "engaged" insert "or intended to engage"
3. Page 2, Line 30: Delete "subsequently"
The motion to amend the bill passed unanimously with Sen. Hillyard, Sen. Peterson, and Rep.Winn absent for the vote.
Rep. Hansen introduced H.B. 98 as amended and explained it to the committee.

H.J.R. 13 Resolution Authorizing the Legislature to Call Itself into Special Session (C. Bennion)
S.J.R. 5 Resolution Authorizing the Calling of Special Sessions by the Legislature (J. Hickman)
MOTION: Sen Peterson moved to recommend the Rules Committee adopt 1st Substitute H.J.R. 13. The motion passed unanimously with Sen. Hillyard and Rep.Winn absent for the vote.
Rep. Bennion introduced 1st Substitute H.J.R. 13 and explained it to the committee.
Spoke in favor of the resolution: Ken Gardner, AFL-CIO

Sen. Hickman introduced S.J.R. 5 and explained it to the committee. He explained the differences between S.J.R. 5 and H.J.R. 13.
MOTION: Rep. Bush moved to pass both H.J.R. 13 and S.J.R. 5 out favorably and request that the two sponsors meet together to work out the differences between the two resolutions. The motion passed unanimously with Sen. Allen absent for the vote.
H.B. 86 Publication Notice of Constitutional Amendments (P. Arent)
Rep. Arent introduced H.B. 86 and explained it to the committee. She was assisted by Amy Naccarato, State Elections Office.
MOTION: Rep. Buttars moved to pass the bill out favorably to Rules for floor action. The motion passed unanimously with Sen. Allen absent for the vote.
H.B. 107 Obscenity and Pornography Complaints Ombudsman Duties (W. Harper)
Rep. Harper introduced H.B. 107 and explained it to the committee.
MOTION: Rep. Hansen moved to approve the bill and recommend it to Rules for calendaring. The motion passed unanimously with Sen. Allen absent for the vote.
S.J.R. 7 Resolution on Compensation of In-session Employees (B. Evans)
Sen. Millie Peterson introduced S.J.R. 7 and explained it to the committee on behalf of Senator Evans.
MOTION: Rep. Hendrickson moved to approve the resolution and recommend to Rules it be placed on the Second Reading Calendar. The motion passed unanimously with Sen. Allen absent for the vote.
