1. Call to Order and Approval of January 16, 2002 Minutes



2. Interim Study Topics

The committee will review potential topics for interim study.



3. H.B. 314, "Combining Divisions of Substance Abuse and Mental Health," by Representative Jack A. Seitz



H.B. 314 was considered during the 2002 General Session by the House Health and Human Services Standing Committee and referred to interim study.



H.B. 314 creates a new Division of Substance Abuse and Mental Health within the Department of Human Services by combining the Division of Substance Abuse and the Division of Mental Health and makes a corresponding change to the policy boards associated with each division. The bill also makes conforming changes to other statutes, makes technical changes, and includes uncodified language designating the use of any financial savings attributable to the combining of the two divisions.

4. Adequacy of Nursing Workforce



In 1997 the Legislature created the Medical Education Council to advise the Legislature on the status and needs of health care professionals in training and make recommendations on the financing of graduate medical education. The committee will consider the reports of the Council and others as they relate specifically to the nursing profession.
