2. Medicaid Primary Care Network Earlier this year the state obtained approval from the U.S. Department of Human Services to implement a Medicaid 1115 waiver offering primary care coverage to persons who do not otherwise have medical insurance or qualify for Medicaid. The committee will receive a progress report on the implementation of the waiver which is scheduled to go into effect July 1.
This is an introductory report. A second report later in the year will provide additional detail about enrollment, claims, and other issues pursuant to §31A-22-633:
"Notwithstanding the provisions of Title 31A, Insurance Code, any accident and health insurer or health maintenance organization may offer a choice of coverage that is less or different than is otherwise required by applicable state law if:
(1) the Department of Health offers a choice of coverage as part of a Medicaid waiver...
(3) the commissioner as part of the requirements of Subsection 31A-2-201(7), and the executive director of the Department of Health shall report to the Health and Human Services Interim Committee prior to November 15 of each year concerning:
(a) the number of lives covered under any policy offered under the provisions of this section or under the Medicaid waiver described in Subsection (1);
(b) the claims experienced under the policies or Medicaid programs described in Subsection (3)(a);
(c) any cost shifting to the private sector for care not covered under the programs or policies described in Subsection (3)(a); and
(d) efforts or agreements between the Department of Health, the commissioner, insurers regulated under this chapter, and health care providers regarding combining publicly funded coverage with private, employer-based coverage to increase benefits and health care coverage."
3. Medicaid Oral Health Policy
During the 2002 General Session the Legislature adopted intent language setting forth its policy for improving oral health among Medicaid recipients:
"It is the intent of the Legislature to improve the oral health status, and thereby improve the overall health of low-income Utahns through increased utilization and access to dental services for Medicaid recipients, especially children. It is intended that this be accomplished as funding permits, by (1) increasing the participation of dentists in the Medicaid program by increasing the Medicaid reimbursement for dental services, (2) implementing a case management system to encourage more appropriate and timely access of Medicaid dental benefits by Medicaid recipients, and (3) implementing an early intervention/prevention and education program aimed at increasing the awareness of the importance of oral health among this population." (S.B. 1, Item 129)
The committee will review the elements of this policy and how they might be implemented, particularly in light of current budget constraints.
