2. Accessible Housing for Persons With a Disability
In May, the Committee considered a proposal by the Disability Law Center to increase the availability of housing accessible to persons with a mobility impairment. The Committee will review legislation drafted to address the issue.
3. Services to Persons with a Disability-Criteria and Prioritization
Following a December 2001 legislative audit raising questions about the rationing of services, the Legislature considered a bill that would have modified the criteria used to apportion funding of services for persons with a disability, including those on the "waiting list." The additional criteria were amended out of the bill but the Board of Services for People With Disabilities was directed to:
"(e) (i) periodically review the criteria used to determine who may receive services from the division and how the delivery of those services is prioritized within available funding; and
(ii) make periodic recommendations based on the review conducted under Subsection (2)(e)(i) to the Health and Human Services Interim Committee beginning at or before the September 2002 meeting of the committee; . . . ." (§62A-5-105(2), U.C.A., H.B. 339)
The Committee will review the recommendations of the board.
4. Bioterrorism Detection and Response Infrastructure
Utah recently received approval for two separate grants from the U.S. Department of Health and Human Services totaling over $11 million to strengthen the ability of state's public health system to respond to bioterrorism. The Department will brief the Committee on the planned use of the money and it's impact on state and local health departments, hospitals, and the law enforcement community, and others.
