1. Committee Business

• Approval of the minutes of the October 23, 2002 meeting
2. Statewide Initiatives
During the September meeting, the Committee discussed the initiative issue and the recent Utah Supreme Court opinion that declared unconstitutional portions of Utah's initiative law. The Committee formed a working group of committee members to further study this issue and report back to the full committee at the November meeting. The Committee will hear the working group's report and discuss any legislative proposals brought by the working group.

3. Rainy Day Fund Revisions
During the October meeting, the Committee discussed a proposal to change the statutory provisions governing the state's Rainy Day Fund and directed staff to draft legislation addressing this issue. The Committee will discuss draft legislation on this subject at this meeting.

4. Issuance of State Bonds
During the October meeting, the committee discussed the issue of consolidating the authority to issue both general obligation and revenue bonds. The Committee requested additional information on this issue for its November meeting.
