Agency: Administrative Services Line Item: Finance - Mandated - OPEB Function The Legislature provided ongoing General Funds of $1,783,700 in the 2010 General Session to cover Other Post-Employment Benefits (OPEB) obligations beginning FY 2011 going forward. During the 2012 General Session, The Legislature amended the State Post-Retirement Benefits Trust Act and the Public Employees' Benefit and Insurance Program Act to eliminate post-retirement health benefits for new legislators and governors and to permit the investment of funds for existing post-retirement health benefits for legislators and governors. (Please see SB 156, "Elected Official Retirement Benefits Amendments", 2012 General Session, Utah State Legislature, http://le.utah.gov/~2012/bills/sbillenr/sb0156.pdf) Intent Language Under Section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the Department of Administrative Services -- Finance -- Mandated – OPEB in Item 138 of Chapter 409 Laws of Utah 2010 not lapse at the close of Fiscal Year 2011.
