This 3rd substitute bill expands the Foster Care Citizen Review Board into the 1st, 2nd, 3rd, and 4th Juvenile Court Districts. In addition, there shall be one board in each of the 5th and 7th Districts. The project will require funding for 3 months in FY 1997, as the current project is only funded through March 31, 1997. The additional General Fund needed for FY 1997 is $96,900, for FY 1998 $242,000 and for FY 1999 $196,300. In addition to these funds, DCFS will transfer funds already in its base budgets to complete the entire funding necessary for the program.
