If passage of this bill results in the filing of one additional rate case before the Public Service Commission, it is estimated that approximately $200,000 from the Commerce Service Fund would be required for expert witnesses. The Division of Public Utilities estimates that it would require a consultant to develop methodology for calculating competitive losses. The estimated cost of the consultant is $20,000 from the Commerce Service Fund. The cost of Utility Regulation is assessed to utilities operating in Utah. The total estimated cost for one additional rate case is $220,000 from the Commerce Service Fund.
