The provisions of this bill may increase costs to local governments to move or remove signs and billboards. The amount could be up to and more than $100,000 per sign. Potential costs depend on the number, size and location of the sign(s) to be moved. Some provisions of this bill may violate State and federal agreements which could result in a loss of Federal Highway Funds. The "severability clause" may preserve the Federal Highway Funds, but render some provisions inactive. Affected local governments may incur increased legal costs.
