For each student granted a certificate of participation authorized under this bill, there will be a corresponding decrease in the appropriation to public education. There will also be a corresponding decrease in the Uniform School Fund due to the offset in education expenditures. The net effect would be revenue neutral. The Tax Commission would require an appropriation in FY 1999 of $40,500 to implement the provisions of the bill.
