This legislation extends the "Expedited Visitation Enforcement Pilot Program" to July 1, 2000. The clarifying procedures in this bill will cost an additional $120,000 annually. The Office of Recovery Service expects to contract for $50,000 in services specified in the bill. The Courts would spend $40,000 for mediators for families without adequate resources and another $30,000 for a court coordinator. The State must match the $100,000 available federal funds with $10,000 in state funding. To fully fund the program, $20,000 in state funds will be needed. According to language in current legislation, the pilot program will be funded through federal funds, the Children's Legal Defense Account, or other available funding. Without funding, the pilot program would not proceed. The Children's Legal Defense Account is inadequate to fund the additional costs of the pilot program.
