Based on the number of applicants that now apply for permits at 16 years of age, approximately 70,000 youth are estimated to be in the target population for such a permit to drive. Because the bill limits eligibility to only those most rural areas of the state, the potential applicants are thought to be only 10% of the total or approximately 7,000. Assuming this number apply and qualify under the work or school provisions, this bill will generate an additional $175,000 for the Transportation - Public Safety Restricted Account. Additional administrative and staffing costs will require approximately $117,900 from that same account.
