The addition of the "right to be heard" provision of this bill is estimated to affect an estimated 134,000 victims of Class A and B Misdemeanors. That provision adds the potential to add court time to trials and hearings. Cost to the state courts is estimated at $12,500. There will be an additional cost to local governments who have justice courts but that cost will not be greater than the estimated state cost and will be spread over many jurisdictions.
