Any fiscal impact in FY 1999 can be handled within existing budgets. Provisions of this bill will have significant fiscal impact on the Department of Transportation and local governments when final implementation takes place in FY 2000. Those future fiscal impacts will be determined with the studies required by provisions of the bill.
