In larger counties, where there are more pawnbrokers, there will be some marginal one-time costs to the Sheriffs to adapt to the new system. These costs can be accommodated within existing budgets. Assuming the increased capability to track stolen merchandise will result in additional arrests and convictions, there will be an additional cost to Corrections of approximately $4,000 for probation for the additional four class A misdemeanor-theft convictions each year.
