To track and report civil commitments, the courts will require approximately $2,500 in one-time reprogramming costs. Staff resources for the courts to handle the additional caseload of commitments will cost $82,000 annually, plus one-time start-up costs of $4,500 in the first year. Mental health treatment for approximately 100 additional civil commitments would cost $856,800 in General Funds and $1,442,600 in Medicaid Funds. These costs assume the adoption of the Program for Assertiive Community Treatment model (PACT) consisting of two teams. PACT is a service delivery model that can be used in lieu of inpatient services in many cases. Without the PACT option there would be more requirements for in-patient beds with the attendant construction, contracting , and staffing costs
