This bill places the funds received from the Tobacco Settlement in an endowment fund and allows it to be invested in equities. It also allows appropriations from the endowment fund of earned interest and dividends. The interest and dividends will depend on earned rates of return and the funds received by the State from the settlement deposited into the endowment fund.
